		<description>The new DOT drug testing rules will do nothing to prevent the prevent practices of adulteration and substitution.
The DOT drug testing approach was fatally flawed 20 years ago and remains so today.
1. All specimen collections must be observed.
2. Cut-off levels for Opiates are too high to detect abusers
3. Testing must include oxycodone, hydrocodone (currently does not.)
4. Urinalysis dectect historical vs. current use. 

Just to list a few issues.</description>
